Since 1981, NeighborWorks® Southern Mass has offered a housing rehabilitation and loan program to homeowners. Once a request is made, household income is assessed. Construction manager then does a thorough inspection, work write-up, and cost estimate.
Loans are designed with varying interest rates and terms to meet the specific needs of the customer. There is a bidding process and the construction manager assists the owner throughout the rehab process. Funding for these loans comes from a variety of sources: Community Development Block Grant (CDBG), the Federal Department of Housing and Urban Development (HUD), the HOME program (a HUD funded program administered through the city of Quincy), NeighborWorks® America, State funds, foundation grants and financial institutions.
Objective: To eliminate substandard living conditions and to do home improvement on single and multi family units. Grants funds must be used to address sanitary code violations, energy conservation goals and incipient violations.
Emergency Grants: Grants for income eligible clients to be used for such items as: hot water heaters, roofs, furnaces, etc.
Home Rehab and Improvement Loans: Are available for eligible homeowners with lower interest rates than conventional financing.
MassHousing Home Improvement Loans: Are also available up to $25,000, with lower interest rates than conventional financing.
