Outstanding Community Partnership Award: Chrystal Kornegay, Executive Director of MassHousing

Chrystal Kornegay has 20+ years of experience in community development in a variety of roles. Chrystal Kornegay currently serves as the Executive Director of MassHousing, an agency with $5.4 billion in assets and 330 employees. MassHousing lends over $1 Billion annually to produce and preserve affordable rental housing and create home ownership opportunities for low- and moderate-income borrowers. Ms. Kornegay bring a deep understanding of affordable housing finance and the nuances of resident-led community development.

Before joining MassHousing in February 2018, Ms. Kornegay served as the Baker-Polito Administration’s Undersecretary for Housing and Community Development where she was the state’s chief housing policy and program administrator. In this position, Ms. Kornegay generated initiatives related to housing production and sustainable affordable housing preservation as well overseeing homelessness programs and family economic prosperity programs. At the same time, she secured resource through the legislature and the federal government to increase the leverage and outcome of state funding.

Prior to her work as Undersecretary, Ms. Kornegay was President and Chief Executive Officer at Urban Edge, one of New England’s largest community development corporations. Ms. Kornegay is credited with leading this organization’s financial transformation, resulting in a $3 million increase in the Agency’s net Asset position.

Ms. Kornegay is a graduate of the Achieving Excellence Program at Harvard University’s Kennedy School of Government, holds a Master’s Degree in CIty Planning from Massachusetts Institute of Technology and a Bachelor of Arts from Hunter College.

Gilbert Winn is the Chief Executive Officer of WinnCompanies, one of the nation’s leaders in multifamily property development and management.

As CEO, Mr. Winn oversees three award-winning affiliates: WinnDevelopment, the company’s property development arm; WinnResidential, which manages multi-family communities; and WinnResidential Military Housing Services, which manages privatized military housing.

The company’s owned and managed portfolio includes affordable, middle-income, market rate and mixed use communities, totaling more than 100,000 apartments at more than 600 properties and nearly 1.3 million square feet of commercial space in 22 states and the District of Columbia.

Founded in 1971 and headquartered in Boston, WinnCompanies is the sixth largest multi-family housing manager and largest operator of affordable housing in the nation. Mr. Winn is responsible for the creation, planning, implementation and integration of the company;s strategic vision and growth on behalf of a workforce of 3,500 team members.

In addition to building an empowered, client-driven organization, Mr. Winn is focused on stewarding high impact, mixed-income and mixed-use development projects that provide housing, fuel for economic growth, and strong long-term returns for public and private investors.

Prior to joining WinnCompanies, he was an Associate at Related Capital Company, a full-service real estate investment company based in New York City, where he originated and implemented more than $150 Million of equity investments. Mr. Winn graduated magna cum laude from University of Pennsylvania, earning a Bachelors of Arts studying History and Psychology.
